How to make proxy ip

Today i have found this proxy ip list:

my question is if i have my own server can i make proxy ip like this?

An IP address and a proxy server app are two different things!
Yes if you have a Dedicated Server or a VPS you could install a proxy on it,If it runs Linux,Using squid would be best.

thanks for reply, i have watched the video but i could not understand about the tutorial. in that video that guy just show how to find a site ip and browse it.
