For security and legal reasons, there are initial limits on how much money customers can send, receive, and withdraw using their PayPal accounts. Confirming your card raises some of these limits and makes you a Verified PayPal member

Yup, they charge approx £1 to your card, once you confirm the transaction with the 4 digits on your transaction (from your statement or on-line card a/c) it gets refunded.
This Verifies the a/c. (not sure of the exact figure – but about £3,000 per year)
If you need to send/receive large amounts, then you can just go to your Paypal and remove the limits totally, once it has been Verified.

I don’t think you have to verify an a/c for such a small transaction.
I may be wrong though, it’s over 10 years since I set up my Paypal, lol

I guess you could simply try purchasing the game, and see what happens.
$500 withdraw a month
~$2000 spending a month
this is unverified, just checked. don’t see a need to verify it imo.

You don’t even need a Paypal a/c to pay using Paypal as long as your credit/debit card is OK, when you get to the checkout, it gives an option to login to paypal a/c to pay – you can always use an alternate e-mail so it doesn’t go through your main Paypal a/c

Could also get a prepaid visa card and use that. I did that when I was 16.
