FTP error with Forefront TMG 2010

Dear all,
In my office, I faced with FTP process error. In our origination, there are forefront TMG 2010 firewall with Domain Controller. One of the user has to download some documents from definite website(Client’s Office website) by using his user account. When he tried to download, that mention FTP process error. So, I called the helpdesk of this client’s office and asked him what I have to change in our office site. He said to check by telnet to their site with port 4848. If can’t telnet, we need to allow to telnet to port no 4848. I tried with various firewall policy in our Forefront TMG, but it is not working. Then I changed and tested the network connection of the user by directly connect to our ISP, then everything is working fine.
So, kindly guide me what kind of FTP need to allow with port 4848.

I am not sure what kind of server is it? The address of FTP error of client address is as follow.
