hello i am logged in as administrator and there is only 1 user account in my computer when i try to run some applications like tuneup utilities or your uninstaller it ask me do u want to allow the following programs to make changes to this to this computer? does that mean im not logged in as a administrator user or this is not a problem. please answer my question sorry for my bad English
Edit you see some icon on my desktop has that little thingy blue yellow icon in my your unistaller or tuneup program why i have that.. here is the image

You need to disable UAC.

As long as you use common sense and have some sort of anti-malware software on your computer, you’ll be fine.

In the start menu, click your display picture and it will tell you if you’re an administrator. You probably are, that warning is just one of the things the UAC does.

oh yes i click on the start menu and my user name picture it tell me im log in as administrator i thought logging as a administrator you don’t get those annoying pop ups likes UAC

It’s bad to disable UAC, don’t do it!
Some apps make Windows 7 do this no matter what, because of the way they were written and they may not be digitally signed. This throws a red flag up to Windows 7 and it warns you.
The only way to get rid of that annoying message is to Create an elevated program shortcut without UAC Prompt:

trust me its 100% percent safe most of the vista & win7 users have it disabled
