Where would I post this?

IF I wanted to ask people if I shoud upload a file, if there is any demand for the files.

is this a program or something that you have/ready to upload? or are you uploading any file thats needed?
If its the second (any file thats needed), youd be a hit at the requests i guess), other then that, offtopic probably.

then just post it, you don’t need a demand if you have it already uploaded. Maybe the effort of uploading could have stopped you, but just post it unless its banned on this forum.
