virus! need help!

well i got a virus……i was just surfin the web as usual and that dumb fbi virus popped up, i immediately ctrl alt delete and ended the process but it was too late……
now i cant run any recovery programs. i cant boot from my windows 8 cd.
i dont know what to do.
is there a way someone on here can help me? remote desktop or somthing?
im a complete idiot when it comes to this stuff.
if not what can i do? i cant find any suspicious files or anything out of the ordinary besides all of my virus/protection software wont work and i cant run any program that involves helping my pc

You do know that booting from a disc has nothing to do with the operating system, Right?
This is done before the OS even loads and it depends on the boot order settings in BIOS.
If you inserted your Windows disc while Windows was already running, That is not considered booting at all!
Anyways, When it comes to these kind of situations, It’s generally best to backup your data and reinstall the OS.
I wouldn’t bother trying to remove this virus/spyware if I were you, As some of em are extremely persistent and difficult to get rid of. Anyways, Download Hiren’s boot cd from here:

If you wanna use a disc, Then burn it using imgburn (With the “write image file to disc” option)

Or if you wanna use a flash drive, Use this tool, Choose “Hiren’s Boot CD” from the list and point it to the ISO:

Clearly, You’re gonna have to adjust the boot settings accordingly from BIOS and boot from it.
After you do that, You’ll be displayed with a menu, From there you should choose “Mini XP”, Which is basically a “LIVE” XP OS that runs as-is without installation, After it loads, You should backup your private data (By using copy & paste) onto an external hard drive or a secondary partition. If you’re unsure what to copy, Just copy your entire user profile (As in the folder of your username in the c:\users folder, I.E if your username is cory, Then copy the entire cory folder from c:\users) After you’re all done with that, Just restart and boot from your Windows disc. If you’re unable to boot from your Windows disc, Then it could be caused by a number of reasons, Such as:
1. Improper boot order settings in BIOS (Your DVD drive has to be set the first boot device)
2. Improper burning (Disc images have to burned as such, And not in data mode, Otherwise they’d be useless!)
If you’re unsure, Just re-do it (With imgburn as explained above^)
3. A bad DVD drive. You could alternatively install from a flash drive instead (As long as it’s at least 4GB in capacity)
Just use Univesal USB Installer for this task (Also above^) and choose “Windows 8 Installer” from the list.
Do note that if you use this method, You won’t see a “press any key to boot from cd” prompt, It’d just automatically boot into Windows Setup, So after setup restarts your computer, It’s very important that you re-change the boot order so the HDD would be the first device (Otherwise it’d just boot from the flash drive again!)
Anyways, During Windows setup, When it reaches to the part where it asks you where you wanna install it to, Click on “drive options (advance)” to reveal a few more option buttons, Then format the OS partition and carry on (It should be denoted as “Disk 0 Partition 1”, Or if it’s 100MB in capacity, Then Partition 2) Do note that after this is all done, You’re gonna have to reinstall all of your drivers & commonly used applications from scratch. Better obtain the needed drivers in advance.

im confused as to why i cant boot from my cd though? i put it in restart my pc it starts to the the windows setup the it just blue screens?
i just installed windows 8.1 2 days ago from this cd, which i burned 2 days ago?

Well, That’s a different story then!
When you booted from it, Did you set your DVD drive as the first boot device as-is (Just by it’s model or optical drive)
or that +EFI/UEFI (I.E “LG GH22NS50B EFI”)?
And did you change any other BIOS settings lately?

they are all set right
onlything i did was reset my bios by using the jumer on the board. i then checker to make sure my boot order was correct

You need to disable Secure Boot & UEFI, Then it’d boot fine.
If you’re unsure on how to get this done, Provide me your motherboard model and I’ll look into it.
