Is this a desktop or laptop?
Try using a second monitor. If it works fine, it is a bad monitor.
Try a second VGA cable (who knows. Does not sound like an analog problem, but w/e)
Also, it could be your resolution is set to an unsuitable level (possibly too high)
Get the latest drivers for your graphics card.
———If a graphics card, go to the manufacturer’s website for newest driver.
———If it is onboard video, go to the manufacturer website (hopefully Dell)
Update the drivers for your monitor. Load them on the PC.
———It is possible that the Windows default drivers are for a CRT monitor and you are using an LCD
