it likely is. what happens is that your cpu runs at a lower speed if it’s not stressed. try running prime 98 or similar to stress your cpu while checking.

MY CPU is 3.20GHz

When doing work that require high cpu e,g (converting videos, watch hd-movies) etc, it still remains at 2.4
