I haven’t tried it with FLAC but Format Factory is the best converter that I know. And it’s free.

Do you want to encode them for a portable device?
I use tend to use MediaMonkey for that. I can set up a profile for my external device so MM will automatically convert FLAC and other formats to MP3 or w/e I want it to be when it’s on the portable device.

I prefer LameXP myself because it offers more options and a few extra output formats.
