As Boondockz said, use a VPN. Might be worth the investment
Most VPN services have a free trial to see what you think. I’ve used quite a few in my time, and VPN4ALL is about the best.
This site is running a trial (beta) – no idea how long it will last before you have to pay, but the speeds seem pretty decent. 5 servers worldwide both OpenVPN and PPTP.

use a router
Answer #9
Pierre_Valois replied: use a router
That won’t make any difference as his external (visible) IP will still be the same.
If he has a dynamic IP he could try rebooting his modem (whether it be adsl or cable) and his ISP may allocate a new IP addy, but it probably won’t be much different. My ISP is relatively small (bethere.co.uk) and when I had a dynamic IP addy it didn’t change at all for years. (I only got a static IP so I could put their modem/router in bridge mode to use a wireless N router)
@ OP, have you tried TOR ?
