Problem making a CD Bootable

I’ve burnt the following files to a CD using Nero (at Max speed), yet when I start my PC with the correct boot sequence in the BIOS, the PC won’t boot off the CD. This isn’t the first time I’ve had this problem and I’m wondering if I’m missing a trick somewhere along the line. Here are the files on the CD:
Folders – I386
Files – Autorun (which reads [Autorun] /open=setup.exe/icon=setup.exe,0)
Setup
Win51
Win51IP
Win51IP.sp3
MR49R-DRJXX…..etc
The Autorun is working because when I’m in Windows and insert the CD, the familiar “Welcome to Windows xp…” screen appears.

You are probably not burning it from a bootable version that contains all the necessary system files…
You should normally burn it from an ISO of a Windows XP CD..using burn image to CD..and do it slower, like x24 maximum..

The 4 original rar files I downloaded don’t produce an iso file so…has the person who’s posted the prog made the error in not generating an iso, or can I produce an iso from the files I have downloaded, that when burnt with the appropriate program, will produce the bootable CD?
