Plz help me solve: XP Pro problem with punctuation marks

I’m using Windows XP Pro 64-bit (Superior Edition) Please teach me the way to make Windows XP Professional make the quotation-mark <“> without me having to hit these 2 keys (see in brackets): [Shift “] two times consequently? -and Would you please tell me what might be causing Windows XP Pro to not insert the quotation-mark when I hit the “-key the 1st time?

Control Panel > Keyboard make sure repeat rate is set to Fast

, thanks again for helping me & other beginners. I got the solution to the aformentioned problem: Change to the Language settings will result with accurate behavior of a US Keyboard. Go to the regeional settings in control panel and set everyhting to US. On the Lanugages page hit “Details” and then Remove the UK keyboard from the list leaving only the US Keyboard. This fixed the issue I had with Quotation marks.
