Penalty on WBB

Hello every body. I want to support thread creator by telling Thanks like in this topic:

It is against the rules to make a reply to an old topic unless under special circumstances such as, but not limited to, the topic's discussion has died but there is new striking evidence to turn thoughts around or saying thank you for the author. A reply with information that is relevant and useful is allowed.
Will I be banned from forum if I reply?

No..It’s ok to reply in the listings (download) sections..
Yes that message display in old topics in all sections…Just ignore it..
