”Óñòàíàâëèâàåì” what language is this?

i open the read me file and this writing shown. please somebody help me.
please can anyone write this in english

3. Çàïóñêàåì C:\Program Files\CM93_Ed3 and run AdminRegister, ïåğåçàïèñûâàåì ñòàğóş ëèöåíçèş
4. “Âûëå÷åííûé” ôàéë “LicStore.dll” ñêîïèğîâàòü â C:\Program files\CM93_Ed3\System (or C:\Program files\I&M\MaxSea\CM93_Ed3 & S57\ System, etc)
7. Çàïóñêàåì C:\Program Files\CM93_Ed3\System\GDBAdmin.exe è ğåãèñòğèğóåì áàçó
8. Çàïóñêàåì C:\Program Files\CM93_Ed3\System\LicenseAdm.exe ñîçäàåì íîâóş ëèöåíçèş. Âûáğàòü Zone 0 èñïîëüçóÿ îäèí èç êëş÷åé

9. Çàïóñêàåì C:\Program Files\CM93_Ed3\CMapRTE.msi â ğåæèìå repair (ãîâîğèì íåò ïğè çàïğîñå óñòàíîâêè etoken è new license.)
10. Óñòàíàâëèâàåì ıìóëÿòîğ êëş÷à äëÿ MaxSea (emulkey.exe)
11. Çàïóñêàåì Maxsea
Äëÿ îáíîâëåíèÿ êàğò èñïîëüçîâàòü Emulator.MaxSea.rar (Ïîñëå îáíîâëåíèÿ êàğò – ïîâòîğèòü ïóíêòû 4-9)

Guys, I have to disappoint both of you, this is neither Turkish nor translatable … You don´t have some language packs installed probably .. This is just mess made by computer I guess

Maybe try to put it into google … how to install ______ … and see what it shows

It’s in Russian and the program is MaxSea, some kind of sea navigation software or whatnot. The reason it looks like gibberish is because your Windows doesn’t have the proper language pack installed to display it properly.
