Need a guide for downloading and installing things

I want to use a few things here on but it seems that i just can’t get anything to work for me. I see things like code and tags and i have tried to search for a guide on how to install things on your pc but i have not come up with anything as of right now. If someone could explain how works from start to finish that would be great. Basically explained in normal terms how to go from viewing to using things here on would be greatly appreciated.
