Mass Effect 2 – what’s the deal with DLCs and Cerebus?

It seems the DLCs for ME2 have surfaced here on , and there is no word of any “Cerebus Network content”.
What exactly is this Cerebus network content? Are they already included among the DLC downloads? It won’t happen to be that NormandyCrash DLC?
