You’ll need good skills in Photshop, Html and CSS. However, the easiest way would be to just download a template that you like. There are plenty of those on . Just go here and pick your favorite one:

Also, another option would be just to rip the layout from the site. You’ll have to copy everything from there through the save feature in the browser and after that changing what you need through the saved page’s source. Good luck mate ^_^

I gave you the link above. Use it. Find templates. They’re usually from Template Monster so they would be named something along the lines of TM3241. Just download them and use the layout there and some very basic HTML skills. For example this template:
