so is this a hardware issue and if so why do the lines show in the second monitor i connected? i also have tried uninstalling/reinstalling video drivers.
Could be your video/graphics card?
that lappy has “ATI Radeon Mobility X1400” grfx
which might be a removable card
try removing and reseating it if you can
opened up the laptop also checked the express card slot didn’t find it, might not be removeable

You might have to dis-assemble most of the laptop to get to the graphics card. I’m not familiar with that model. get the user manual from the manufacturers website, and see if you can find a service manual for it via Google.
I liked the old Dell Inspiron 8600 notebooks, so easy to change parts, loads of little panels to open all over the case to give access.

Refer to the Machine Disassembly and Replacement section,Remove all motherboard components & the motherboard
itself when done,Pre-heat your oven to 200C/385F (depending on the temperature standard in your country) and bake
it for 9 minutes,Then take it out and let it cool off for at least an hour before putting it back together,Do note that you might
need to get a thermal paste & alcohol of 90% or better (to clean up the previous one),Unless the heatsink has a thermal pad
then this wont be needed,Either way you should be ready,If unsure how to apply thermal paste,Just Google it.

And no,The motherboard won’t melt,But do remove the round cmos battery first (if it even has one,unsure about that one),Don’t take an example from these guys on how to apply thermal paste,They putted way too much

According to the service manual,It isn’t,It’s in chip form and soldered directly to the motherboard:

That one is only used for 3rd party (user) expansion cards.

i’m not really comfortable doing that because it’s my relatives laptop, if it were my own i’d try it, but thanks for the help guys

I’m sure that if you’ll explain it to him he’ll understand,If he’s a reasonable man at least,TBH this is
the most cost effective method and has a lot of potential,But if you want an alternative,I’ll give you one:
Get a GFX replacement:

And take both (chip & laptop) to an electronics repair shop so they’d swap em.
