Have you turned off your iPhone and turned it back on….
If so, and it’s still the same, then you might have to restore – and re-jailbreak if you want to.
As far as Cydia not loading, not a big deal really… but when other “standard” apps stop loading, then it’s probably time to restore.
(make sure you take backups of your pictures and anything else – in case anything goes DRASTICALLY wrong)
Just done a very quick search on Google, there seems to be some solutions, so give them a look.

it must be tethered jailbreak. need to jailbreak again if you have restart or shutdown your iphone.
