ok i have a debit card on my paypal account and i tried to buy a premium account and it says can use credit card for this transaction

as far as i know the debit card should work. they pretty much are credit cards, only they are linked to an actual account

no debit card doesnt work as far as i knw ,mine doesnt

do you do online banking? you should look into that, and then you can add your account to your paypal profile and transfer money to paypal and buy it.
