How to use okpay.com

i want to renew my Pro acount at lafile.com but the only 2 way is OKpay and liqpay
liqpay don’t work at all in my country and i didn’t understand how to use OKpay do any one know

They have a guide at their site:

It basically works like paypal but you can’t register a debit card to transfer money if I understood properly.

You can’t; they have their own card which you must get for some fee and it also takes a percentage of your deposits. You can only link your e-wallet to a bank account and perform a wire transfer, something I would advise against.
