I recently bought a laptop and want to connect my TV to laptop, but don’t know how to do it? and is Tuner is must?

Not sure exactly what the question, here are few answers:
Option 1) If you want to watch TV shows to the laptop you can purchase a USB tuner. Windows Media Center enables you you to watch and record TV. It will auto detect that you have a tuner.
Option 2) if you mean connecting TV to laptop to watch movies of it, then make sure your laptop has a hdmi port & cable and connect it to TV hdmi port.
Option 3) Use you laptop as home media server to stream content to the TV. (this works from laptop to TV, not other way round.)

Record cable
If you require a converter to watch TV (includes most cable companies) – forget it. HDMI security prevents connecting the cable box to any device not certified. So you would have to go from the converter to an old model dvr recorder that didn’t have the security chip and hope that your cable converter lets the signal pass-thru.
If you don’t require the converter, you’ll need a USB video/tv capture device. Capture quality is not what you might think it will be – frankly, easier to download your content from those that have hardware hacked their way around things.
