How to prevent windows from being displayed on a part of …

I recently added a kind of a taskbar for rainmeter on the top of my desktop but I have a problem.
When I maximize my windows they come over the task bar and it is annoying. And if I put the task bar in front of everything, I cant see the maximize, minimize, close buttons.
I dont want to resize manually the windows so they don’t go over the taskbar,
I would like that when I maximize my windows they dont go over that little area of my screen where the taskbar is.
I think there is a software that can do this but I dont remember it’s name.
If anyone can help me about this, if you know a software who can do this or
if you know another way to do it, it would be really nice!

I’m quite sure objectdoc has these options.
I’m not fully familiar with Rainmeter, but I believe the “always on top” options can be changed somehow.

It doesnt work
If i set the bar on “always on top” like option, the bar come over the windows and I cant see the close, minimize and maximize buttons.And I dont want to resize every windows manually..
And if I use objectdock I wont be able to use my new rainmeter topbar anymore..
