How much would this cost?

Me and my friend are working on a project/business.
We are looking for someone to make us a forum or possibly edit and completely customize a vBulletin forum.
I need the website to work by zip code, once you go to the site it needs to direct you to your State just by ur ISP location. Then you can navigate the website by state and city’s.
Can someone give me an estimate of what this would cost me so far from a professional website designer.

Just Buy a Domain and use phpBB to design your website. its totally free of cost to design using phpBB

Impossible to calculate unless its a reply from a designer willing to do it and more information would be needed. I met a guy last month online that paid 60,000 just for a web hosting website. I took a look, nothing special about it, I LMFAO.
