Yes, Photoshop. By selecting the stuff you don’t want in B/W, making it into a different layer. Then you put the underlying layer in B/w.

You can try it a different way – read tutorials about the polygonal/magnetic lasso tool or even the pen tool.
If you’re doing it that way, just duplicate the layer. Make the back layer black and white (desaturate) and leave the top layer coloured. Then on the coloured layer, simply make a selection using the lasso or pen tool, inverse it (Select -> Inverse) and delete the rest.
