Help with Website…

Can someone tell me how i can live telecast videos from a place thru a website that i want to build? I mean is this actually possible??
OK apart from that even if Live Telecast is not possible is it possible to upload a certain video say abt 2hrs of playback time into the same site and then is available for play back at a descent rate without any lags?

And embed on your website.

Upload the videos to your own server (any size) and use Flowplayer
