Gta IV help

can someone tell me how to play online. i just bought the game installed it and i want to play online but when i try login with my games for windows account i get this……
can’t conect to live. a connection to the network is not available. if you are useing a ppp connection. make sure you establish that connection before starting the game. someone please help me i tryed google but no luck

i have tunngle installed but idk if thats stoping it i will try uninstall it
