I think Gmail has no feature like this.
All gmail can tell is that the mail was passed off to the recipient’s server. If you didn’t get a bounce message back, then that is the case.
Even if the recipient was using gmail, you wouldn’t be able to get any more information without a subpoena, because it would a violation of the recipient’s privacy.
In general, email is not a reliable delivery channel. You should always ask the recipient to explicitly confirm reception of anything important.

Do note that the user has to consent to notifying you he read the email
and also some clients/web based emails don’t support this feature so it’s not 100%.
This will do what you want, but NOT with gmail. You must use your POP email.
