Cant uninstall what should i go

ok i uninstalled norton anti virus and installed this other program. turn out the other program was a virus. so it kept freezing my computer. i restore my computer to an earlier time. now notron anti virus is back. but i cant unistall it
what should i do to get rid of it?

i think its gota be removed in safe mode
