Bluetooth v4.0 Dongle?

I’m on the market of buying a bluetooth 4.0 for a smell netbook i have, and i would like to know a couple of things first.
Does Version 4 come with EDR? Cause i remember versions 2.0/2.1 coming with it, eg You could see 2.0 + EDR when buying such dongle.
Does Low-Enrgy profile mean that the dongle consumes less energy or the devices connecting to it as well? Cause that would be pretty interesting to see.

Bluetooth 4.0 LE (low energy mode) is only for when connecting to low energy products which are mainly based in healthcare industry/fitness accessories I think… If your sending audio/more data hungry signals I think the bluetooth dongle falls back to v2.1 EDR or 3.0 HS (High Speed) mode…
To be honest I don’t think connecting with a 4.0 bluetooth dongle is going to save much batter life of the laptop or the connecting device over bluetooth 2.1 or 3.0….
