tried to run beijing 2008 game but it sayin i need vertexshader 3.0 to run whats this

It means your video card does not support vertex shader 3.0.
Which in turn means you cant run the game unfortunately.
Mind you i played this game. It has no joystick or gamepad support. (uninstalled it 20mins later)
Try downloading a new game called Summer Atheletics. I thought it was a better game and works fine with a gamepad or joystick.

you need video card update. you video card not support shader 3.0
