Backlinks – Help please

A friend of mine is in the process of constructing a web site. Its for English students , business English etc! and help with tuition via Skype…
I need some help re backlinks, now! Google is great but the search term just brings up backlink services and that. so my question is,
Are backinks your url on a high ranking blog etc or is it more?
I need some tips pritty please

Google SEO. Backlinks only help your rating if they come from other reputable sites with relevant content.
Google puts new sites in a sandbox for the first 3 months anyway.
Just Google it man =/

backlinks compose of blogs, forums, profiles. for example: http://www.wingchundo.com/ee.php/forums/member/22101/ <<< this is a backlink. The keywords that is use is philosophy essay which is his Anchor Text where the link is found back to his website.
When you say backlinks, you gonna need more than just 1 blog or forum to create it. Google track this backlinks, and rank your site to the number of relevant backlinks you had created. So you need to search a lot of relevant blog post and make comments in that post with your Anchor text in it. And also make some public profile with your anchor text in it.
That is what I did with my site. A lot of strategies actually, just don’t do any black hat.
