A Site

Right, I really want to make a site on ROMS and Emulators, but I can’t find a good way round it.
Is there anyway of making a site with my custom template and have some kind of program where I can add news and downloads for each rom etc to it?
I don’t want to keep making a new page for each rom as it will take ages. Is there some kind of faster way.
