A display problem

is it just any game or is it a spacific game that does this? if it is just one game then you may need to check for an update or even uninstall/reinstall.
Also verify that the video settings in the game are correct and matching your card/monitor.
it could be happens in any game by the way how can i match the video settings in the game with a philips monitor 17” 1280*1024
In the video setting of the game you should be able to match the 1280×1024 but also see if in the game setting that the refresh rate is set correctly. My guess is that your monitor is 60 hz ( you will need to verify that) and make sure that the game settings are set to the same hz.
Second, see if there is an update for the game you are playing. Even though you have a nice video card, when some games first come out, they still have issues with certain cards, mainly ATI or Nvidia.
You can do a search on google and see if there are any video card issues that people are having with the game you are playing.
one last thing, you will need to check and see if your card is over heating.
