480p to 1080p

Well i guess it’s possible. Sadly it would be a waste of time, as you’re not going to get better quality from it. Going from 1080p to 480p can be done, but what you’re wanting to do is like having a black and white movie and asking can it be converted to color.
you can up the resolution, but u will not gain from it since the quality is already compressed and lose quite a bit of quality…
480p to 1080p
is like wanting to make a 10 inch ruler to 20 inch ruler………. ( to get a better idea) you cannot add (quality) thats already been taken out…
Yes it’s called up-scaling. Some people claim that if you do it properly with the right filters you can improve the quality. Personally I’ve never seen an upscale with better quality than the original unless it’s been done by the copyright holders.
I would get something higher quality then upscale it to 720. But the frame size you have is very small and more quality is lost

Yes.
I have done it using a complex Avisynth script that calls various temporal sharpeners and macroblock killers.
BUT:
The results are often worse or no better than a decent upscaling DVD/BluRay player.
You can’t crete what’s not there, all you can do is copy nearby pixels during the upscale and then sharpen and remove faults.
(You can also go from 2 ch to 5.1 – sepearate 120Hz and lower to woofer, split 2 ch to front speakers, separate out 1000 -3000 hz to center, and mix center and fronts to the rears)
(It doesn’t sound right though..)

Yes it is but you will not be happy with the result. You will be sacrificing the quality for the sake of resolution. I suggest you just let the video with that.
