Can I take recorded DVR media and xfer to my PC

I see there are quite a few (slight understatement ) television show to download and I was wondering how people did that. Everything I have read said it is impossible to take recorded movies/tv shows from your DVR and copy them to you PC.

They are probably recording them on a DVD recorder, then transferring to the PC from a rewritable DVD.

Or they have their cable hooked up to their computer and are recording it directly to their HD. I wish there was an easy way to transfer things from DVRs but, unless you have a TiVo (I think), it is not possible.
