How to make Windows an Arabic version?

Hello,
I’m asked a favor from someone to make him Windows XP or Windows Vista or Windows 7 to an Arabic language. Like completely transform the Windows in Arabic.
Like my computer icons, recycle bin, the tray, the programs, etc… Everything, you know?
I thought maybe when installing windows selecting the Arabic. But I don’t think you only need to do that. So if anyone ready to assist me with this, please, do.

Microsoft has released an Arabic version of Windows XP.

1. Click on the start and go to Settings – Control Panel
2. Open the Regional and Language Options applet
3. On the Languages Tab check the “Install the file for complex script and right to left languages” checkbox to select it
4. Click OK
5. Insert the Microsoft Windows XP CD when prompted and allow installation to complete
6. Restart the computer when prompted to do so
