Cant create a new user

i dont know if you guys already know but when i try to make a new account (for my friend) it says the board administrator isnt allowing new members to the board, is this on purpose or wat?

It’s locked temporarily for security reasons (as far as I know). Just tell your friend to wait and he’ll get his chance to sign up
