For having such a high end setup you don’t seem to know much about computers.

Could be a wide range of causes:
Faulty PSU, faulty motherboard. The faulty PSU could screw up the mobo pretty bad.
Or just overlocking, since your overclocking the base clock, it might not have locked the other buses. Or it can be due to overclocking, the drivers failed to load or even worse, driver corrupted/ HDD file corruption.
When I plan to overclock, I choose chips that have their multiplier unlocked, this gives the most flexibility during the events.
turn it off for a hour or so then try it
if it works OK then you may have an overheating problem
you could also try setting it to the standard (non-overclocked) setting and see if the fixes the problem

I’m sure whoever paid for your setup would be willing to take it to Geek Squad and pay the few hundred dollars it would cost to diagnose and repair the problem.
I paid for half and my dad the other half im only 16 i dont have a few hundred dollars to throw around. That was what i bought after working for a whole summer a few years ago. I came here for help and im getting ridiculed because i have a good computer?

when you say “stock voltages” are you saying the PC is running at 2.67GHz now, all stock speeds ?
when you say “acting a little weird” what do you mean
any problems in device manager ?
put “device manager” in the search box to find & open it

On topic, RMA your motherboard. I’ve never heard of a bad PSU not supplying power to your USB. EVGA’s customer support it excellent I doubt you’ll have any problems with their RMA
