[Help]Best encoder to make 60mb mkv movies

Hey guys, can anyone suggest me a best encoder to encode to 60mb mkv movies?
If there are so many then i will try it all.
Suggestion pls.

If you want something good and reasonably simple try Handbrake.

Now I don’t know about the 60MB bit…I presume you have a very short movie or using it on a very small screen!
You will see that if you look at the .mkv movies that are uploaded…Around 300 to 400MB is the norm for a standard resolution movie….And 700MB minimum for 720p..
