Pressing Control key in Word causes { } to show up

When ever I press the Ctrl key in office 2010, the curly brackets { } show up. They also appear with a gray background, as if it’s part of a code. Pressing Shift also does this, but it’s a toggle. pressing shift once makes them appear, and pressing shift again makes them dissapear.
Also, when I hover over those brackets, my mouse pointer goes all crazy, it still displays the line tool (the I looking thing) but also shows a pixilated and hazy mouse which is stretched out.
I tried google, but tbh I don’t even know what to call this.

does ctrl+F9 turn it off?
