java and application on vista

my bro re-formatted the family comp to vista and put a lot parental control stuff, etc etc. so now i got my account but it is limited.
ok, so my 2 big problems are: i dont have java and I cant run any sort of applications (type of file) or .exe or setups, etc. ex. maple story shortcut or wizet
I can’t install java (my bro refuses to) and i can’t even play maple story because all the .exe in my ms folder are blocked (i try clicking one and it says parental control has blocked this file from opened blah blah blah)
is there any way to bypass this? and i want to know if I can use the program files of java (i have the files for java, the ones that are installed onto a computer when installing java, but my computer does not recognize them because they are not “installed”)

did your bro install JAVA for “all users”? if yes then it should not be a problem….. but I think you cannot install any programs/.exe files if the admin has not given you any rights.
