Photoshop and publishers are not enough you need Quark, or Adobe Incopy or Indesign. Photoshop can not arrange how text link to each other or creating master page template.

Indesign is what you’re supposed to use. Illustrator is for drawing images used on magazines. But to compile the page Indesign is used. (I work at a magazine company)
