Coffee cup HTML editor is quite easy to use, although dreamweaver is more powerful.
My personal preference is notepad++, but meh, it’s just a notepad alternative with certain added features.

Dreamweaver is best, for simple to complex site website building.
Try its not that hard. I have learned without going in any institute.

Flash is good for a "[b]multimedia-driven[/b]" website. It get's trickier when you need to depend on [b]Actionscript[/b] for advanced features.
It let's you create a more animated site with very few code. It's very easy to create animations and movements within the webpage. On the other hand, if you intend to work with a database, create a webpage with dynamic content, etc... as stated, [b]Flash[/b] (and [i]Actionscript[/i]) do not make the task easy. Although it's always possible.
Anyway and summarizing: [list][*][b]Flash[/b]
[list][*] Create beautiful pages without needing piratically to code.
[*] Gives you much more freedom in terms of animations, movements, effects, etc.

You can also use websites that help build it for you the best is sitecube.com(atleast i think so) but it is exsspensive i would go with webs.com for free web hosting

Dreamwaver. Its a really powerful program tho. I use WYSIWYG also.

It’s absolutely Visual Studio 2008.. you can download the free copy Visual Studio Express Edition, but with the full edition you can add addons for PHP development.
