You do not have specific access privileges

Anyone know how to get around this? first i get this message “Method verify access failed”
then i get this message “You do not have specific access privileges to install the game, please contact your administrator.” I am the administrator, i even fixed everything in the compatibility mode and still i am getting this message. the game is cities xl platinum thanks.
