It depends on the phone you’re trying to install on. As of now, the completely supported device range by Ubuntu is the Nexus line.
If you do have a Galaxy Nexus or a Nexus 4, here’s how you can go about installing:

But be warned, it’s still in an alpha stage and so, might not be reliable and functional for daily use.
