Best Nintendo DS>PC Emulator

Was wondering if anyone could pls advice me on what the best Nintendo DS emulator is? Minimum PC requirements? How to properly configure? Where to download? Thanks and regards.

Use No$GBA, it’s easy to use, just download NDS rom and load it up on No$GBA

I dont mean easy to use, I mean best, that runs at full speed and emulates properly (95%-100% correctness) and no bug, plus support of most or all NDS library

It will run full speed and no bugs and can run any NDS roms
