DPI Scaling

Whenever I do and log back onto windows, no icons appear on my desktop (name of the program is still displayed, albiet positioned at where the icon is supposed to be), and clicking on the windows start button causes no start menu to pop up. Windows such as the control pa also show up to be blank.
However, when I turn the DPI back up to 150%, windows functions properly. This applies to all resolutions
Is there any way to fix this issue?
It also may be noteworthy that when the DPI is turned back into 150%, windows explorer pops up a “please wait”, something that is not seen when the scaling is lowered to 125% or 100%. This causes me to suspect that this has something to do with the explorer process.
Yes Explorer can do weird things!
I wonder if changing settings in registry would help..

I have previously tried the aforementioned solutions and they did not resolve the problem.
After tinkering some more, all DPIs produced no icons and broken windows.
Since my computer was fairly new, I had just decided to factory reset it and the problem went away, as I have not ever seen any mention of the problem I had anywhere.
