How to create an EDU E-mail for free?

EDU meaning Education? EDU emails are reserved for those in certain stages of education that is recognized by a Government. Trying to procure an EDU email account for the purposes of getting cheap software is fraud and is looked upon badly, obviously. Records are kept and cross referenced. I speak of this because I knew a guy who tried it and had to pay a six and a half thousand dollar fine for getting caught. He was caught pretty much immediately. hardly worth the risk to save $200, at least for him.
I’m not saying it can’t be done, but at what risk?
