What is the best Photo-effect which disguises low image quality?
I am optimising images for a website and am struggling to reduce the file sizes down without them looking terrible.
Are there any filters/effects I can use which ‘disguises’ the quality of an image but still looks good?
(The site is a company website and so must not look too arty or fancy, if you see what I mean).

Have you tried the Save for Web or Device feature in Photoshop?

Yeah I always use that feature but sometimes reducing a large image to ‘medium’/’low’ quality just cannot look very good on a site.

Try this – save the image at the size you require at 100% quality, then open Irfanview and open the image, then save as another name with 70% quality.
I find Irfanview’s save routines are nicer than PS’s for the same q%.
